Alors que les travaux du Port de Ndayane avancent à grands pas, la problématique de la congestion au Port de Dakar est toujours d’actualité et suscite de nombreuses interrogations. Fodé SAKHO, ancien Directeur Qualité/Environnement du Port Autonome de Dakar (PAD) a son propre avis sur la question. Dans cet entretien qu’il a accordé au magazine Africa Supply Chain, le Consultant et formateur qui a accumulé une vingtaine d’années d’expérience dans le domaine nous fait une revue de l’actualité portuaire et nous livre son opinion sur la question de l’exploitation du pétrole et du gaz.
- Quelle analyse faites-vous des activités menées au Port de Dakar ?
A mon avis, on peut encore valoriser le PAD, c’est un port qui dispose d’un espace très limité en termes de possibilités d’extension notamment en zone Sud (Port adossé à la ville) mais on peut optimiser l’exploitation en améliorant le système de rotation de la marchandise sur les quais. « Est-il besoin de rappeler qu’un port n’est pas une zone de stockage de la marchandise mais un point de rupture de charge ».
- Quels sont les obstacles auxquels le Port Autonome de Dakar doit faire face ?
On parle beaucoup de la congestion mais de manière globale, il faut aussi revoir l’organisation technique et administrative. Il y a beaucoup de choses à améliorer, notamment la définition des rôles et responsabilités, la surveillance du plan d’eau concernant les levées bathymétriques, l’entretien du matériel naval, la vétusté des quais surtout avec les risques d’avaries.
- La question d’extension du Port est toujours d’actualité mais le problème ne réside-t-il pas dans son organisation interne ?
Il faut valoriser l’existant. Aujourd’hui, Dakar est bien positionné sur la côte ouest africaine parce que c’est la pointe la plus avancée. On a une position géographique stratégique, nous avons un climat social apaisé parmi les critères de compétitivité des ports définis par la conférence des Nations Unies sur le Commerce et le Développement (CNUCED), Dakar est abrité, protégé et on constate très peu de variation de marée.
Le problème n’est pas seulement lié à l’espace limité mais c’est également un problème lié à l’optimisation de la gestion. Parce que le Port de Dakar est naturellement un port d’éclatement, il faut valoriser cet état de fait. Les compagnies maritimes connaissent Dakar et la configuration de son port mieux que les autorités locales.
Donc, on peut valoriser l’existant en créant un port orienté qualité du service rendu au navire et à sa cargaison. Cela passera nécessairement aussi sur une évaluation des solutions logistiques disponibles pour faciliter l’évacuation multimodale et la connexion avec l’Hinterland.
- L’avenir du Port de Ndayane est-il menacé ?
À mon humble avis, l’avenir de Ndayane est incertain pour au moins deux raisons essentielles. La première question que je me pose est de savoir : Est-ce que l’étude d’impact environnemental a été bien menée. Pour qu’un projet de cette envergure passe, il faut une étude minutieuse pour obtenir l’acceptation des populations.
Si Ndayane fait 2.000 hectares et que l’Etat souhaite tout exproprier pour en faire un port, ça ne marchera pas. Il faut aussi laisser aux habitants un peu d’espace pour qu’ils puissent au moins mener des activités agricoles ou autres et aussi envisager de les intéresser en termes de perspectives d’emplois pour la jeunesse locale.
Pour le cas d’espèce, tantôt on parle d’un terminal a conteneur, tantôt d’un port multiservices…
La deuxième raison, ce que la compétitivité d’un port n’est pas déterminée par sa profondeur. . Aucun armateur ne viendra à Ndayane parce qu’il y a 18 mètres de tirant d’eau. Les compagnies maritimes viendront à Ndayane parce qu’il y a du trafic et notamment du fret retour.
Aujourd’hui, on le constate, ici les navires arrivent pleines et repartent vides. Il va falloir créer et développer un port « green », ce qui nous manque, c’est « un hub green » pour le retraitement des émissions carbonées, par la création de Starts up green, l’érection d unités industrielles pour créer des stocks de matières premières (oxygène, hydrogène, monoxyde de carbones etc… pour pouvoir offrir à l’occident les matières premières qui leur font défaut ; ce qui pourra constituer un fret retour au cas contraire, aucun navire ne viendra à Ndayane.
- Quelles orientations devraient prendre l’État du Sénégal quant à l’exploitation du gaz et du pétrole ?
La rumeur dit que dans tous les pays où il y a du pétrole il y a des problèmes mais j’espère que le Sénégal fera exception à la règle et sera le seul pays au monde à ne pas utiliser le pétrole uniquement comme source d’energie mais plutôt pour assurer sa transition énergétique et écologique par ce que cela m’étonnerait beaucoup que l’on puisse avoir une place au niveau de l’extraction en elle-même. Parce que les grands groupes pétroliers ( Shell, Total etc.) ne laisseront pas beaucoup de place aux nationaux sur la partie extraction.
Par contre sur la partie management tout ce qui concerne le QHSE (qualité hygiène sécurité environnement), le management du système intégré, là on peut jouer un rôle déterminant. Cela peut être sur l’analyse des risques environnementaux et sécuritaires parce qu’on parle de produits dangereux traités dans des installations classées, cela peut être sur les équipements de protection, sur l’évaluation environnementale, la conformité règlementaire, on peut se positionner sur la partie management.
Pour le reste, il va falloir à mon avis que l’État du Sénégal négocie ferme pour au moins aller dans le sens de la création d’une structure nationale chargée de la gestion du pétrole et du gaz. C’est ce qui existe dans certains pays notamment aux Emirats arabes unis, sinon on risque de jouer un rôle très secondaire.
- Quelle appréciation faites-vous du Magazine Africa Supply Chain ?
C’est un excellent journal que je suis avec un grand intérêt et qui est en avance sur son temps. On peut apprendre des choses nouvelles allant dans le sens de l’innovation et de l’amélioration de la chaine logistique africaine de manière globale.
