Senegal has just received a loan of 161,62 million euros from the Board of Directors of the African Development Bank Group. The financing is intended for the implementation of phase I of the Program for the opening up of agricultural and mining areas (PDZAM-1) in the north of the country.
The loan allocation is as follows: €117,62 million will come from the African Development Bank and €44 million from the Africa Growing Together Fund (AGTF), a fund jointly created by the African Development Bank and the People's Bank of China.
The works concern the construction of 483 kilometers of roads on several sections: Kidira-Bakel (65 km), Boucle du riz (172,44 km), Louga-Keur Momar Sarr-Richard Toll (116,27 km), Orofondé-Matam in Dandé Mayo Nord (104,23 km) and 25 km of the RN2 between Thiès and Kébémer. The regions of Thiès, Tambacounda, Saint-Louis, Louga and Matam as well as Tivaouane, Dagana, Bakel, Kébémer, Kanel will benefit from the project.
Several sections are part of the trans-African road corridor between Nouakchott and Dakar. Some have national vocations of opening up.
The implementation of integrated developments is also included in the program. They consist of roads and rural tracks, socio-economic and commercial infrastructures, support for women's and youth groups, particularly for the processing of agricultural products.
The project should contribute to the development and transformation of the economic potential of the northern regions of Senegal by reducing transport costs.
Rice and mining production are thus expected to increase thanks to increased traffic, reduced general transport costs and the climate resilience of road infrastructure.
However, the program will support the construction of a weighing station, contribute to improving road safety and the employability of young people through work-study projects in the construction and public works and agriculture sectors.
It should be noted that the programme's intervention area is home to an estimated population of 2,9 million inhabitants in 2019, half of whom are women.
