The oil and gas regulator said that if TotalEnergies does not submit a production plan by September, the French company could see its license to operate a major South African offshore gas field revoked. These include Brulpadda and Luiperd, two large gas fields in offshore block 11B/12B about 175 km off the southern coast of South Africa in 2019 and 2020.
Phindile Masangane, chief executive of Petroleum Agency SA, told Reuters that "their exploration right expires in September 2022."
This was on the sidelines of a conference on energy in Africa. In any case, "TotalEnergies and its joint venture partners must file the application for their production rights by September 2022, otherwise the block will return to the market."
TotalEnergies did not immediately respond to a request for comment. At the government's request, TotalEnergies has rushed to develop the Luiperd prospect, which will be connected to an existing offshore platform operated by state oil company PetroSA via a subsea pipeline less than 100 km long.
“TotalEnergies was in the final stages of discussions regarding a potential gas purchase agreement with PetroSA to feed its liquid gas refining plant in Mossel Bay, which is currently operating well below capacity due to dwindling local gas reserves,” Mr Masangane said.
Masangane explains: “They are finalising negotiations for the supply of gas and condensate to PetroSA and Eskom (the national electricity company), and we expect these negotiations to be finalised by June 2022.”
The 45 barrel-per-day GTL refinery is located next to Eskom's 000-megawatt Gourikwa power station, which uses mainly diesel but can be converted to gas. Eskom and PetroSA did not immediately respond to requests for comment.
“The development of Luiperd is expected to cost around $2 billion, with first production expected in 2026,” Mr. Masangane said.
Luiperd and Brulpadda were the only two prospects out of five drilled on the Paddavissie Fairway, with PASA saying the two together accounted for about 3,4 trillion cubic feet of gas and 192 million barrels of condensate, mostly found in Luiperd.
