L’autorité de régulation du pétrole et du gaz a déclaré que si TotalEnergies ne soumet pas un plan de production d’ici septembre, la compagnie française pourrait voir sa licence d’exploitation d’un important gisement de gaz offshore sud-africain supprimée. Notamment Brulpadda et Luiperd, deux grands champs gaziers dans le bloc offshore 11B/12B à environ 175 km de la côte sud de l’Afrique du Sud en 2019 et 2020.
Phindile Masangane, directeur général de la Petroleum Agency SA a déclaré à Reuters que « leur droit d’exploration expire en septembre 2022 ».
C’était en marge d’une conférence sur l’énergie en Afrique. Dans tous les cas « TotalEnergies et ses partenaires de coentreprise doivent déposer la demande de leur droit de production d’ici septembre 2022, sinon le bloc revient sur le marché ».
TotalEnergies n’a pas répondu immédiatement à une demande de commentaire. Sur demande du gouvernement, TotalEnergies a dépêché le développement du prospect Luiperd, qui sera relié à une plateforme offshore existante exploitée par la compagnie pétrolière nationale PetroSA via un pipeline sous-marin de moins de 100 km.
« TotalEnergies en était aux derniers stades des pourparlers concernant un accord potentiel d’achat de gaz avec PetroSA pour alimenter son usine de raffinage de gaz liquide à Mossel Bay, qui fonctionne actuellement bien en dessous de sa capacité en raison de la diminution des réserves locales de gaz » a déclaré M. Masangane .
Masangane explique : « Ils sont en train de finaliser les négociations pour l’approvisionnement en gaz et en condensat de PetroSA et d’Eskom (la compagnie nationale d’électricité), et nous pensons que ces négociations seront finalisées d’ici juin 2022 ».
La raffinerie GTL, d’une capacité de 45 000 barils par jour, est située à côté de la centrale Gourikwa d’Eskom, d’une capacité de 740 mégawatts, qui utilise principalement du diesel mais peut être convertie au gaz. Eskom et PetroSA n’ont pas répondu immédiatement aux demandes de commentaires.
« Le développement de Luiperd devrait coûter environ 2 milliards de dollars, avec une première production prévue en 2026 » a fait savoir M. Masangane.
Luiperd et Brulpadda étaient les deux seuls prospects sur les cinq forés sur le Paddavissie Fairway, PASA affirmant que les deux représentaient environ 3,4 trillions de pieds cubes de gaz et 192 millions de barils de condensat, principalement trouvés dans Luiperd.
