Depuis l’entrée en vigueur de la Zlecaf, plusieurs programmes d’intégration régionaux et continentaux liés ont été amorcés. Des programmes qui priorisent les modes de transport stimulant une libre circulation des personnes et des biens.
La liste des États pilotant la mise en œuvre du Marché unique du transport aérien africain (MUTAA) s’est agrandie récemment avec le Rwanda.
Avec le Cap-Vert, le Cameroun, l’Éthiopie, le Gabon, le Ghana, la Côte d’Ivoire, le Kenya, le Maroc, le Mozambique, le Nigeria, le Niger, la Namibie, le Rwanda, le Sénégal, l’Afrique du Sud, le Togo et la Zambie, il forme un noyau de 18 pays dans un plus grand ensemble de 35 États s’étant engagés dans cette feuille de route.
Lancé en 2018 à Addis-Abeba (Éthiopie), le MUTAA constitue l’un des projets phares de l’Union africaine, visant à libéraliser et unifier à l’horizon 2063, les espaces aériens de l’ensemble des pays africains.
Acteur majeur de l’industrie aérienne continentale, le Rwanda connait un trafic annuel important soutenu entre autres par son économie dynamique et son transporteur public, Rwandair, qui traite une importante part des volumes captés par les aéroports du pays.
La progression du trafic a motivé la construction du nouvel aéroport de Bugesera, à 25 km de Kigali, et dont la capacité annuelle sera de 7 millions de passagers à l’achèvement de la 1ère phase, puis 14 millions de passagers après la 2ème phase.
Selon Charles Habonimana, DG de la Rwanda Airports Company (RAC), ce marché aérien unique « jouera un rôle clé en facilitant la connexion des passagers par les compagnies aériennes et en réduisant la durée des voyages.
Cela est particulièrement bénéfique pour les compagnies aériennes et élargira la concurrence du transport aérien sur le marché africain, ce qui est bon pour les affaires, car cela ouvre la voie à plus de passagers ».
