Considéré comme le foyer de la piraterie maritime au large des eaux du golfe de Guinée, le Nigeria s’est engagé depuis peu à renverser la tendance, avec de gros investissements en ressources techniques et humaines pour améliorer la surveillance de ses eaux territoriales.
Le constructeur naval français OCEA Shipbuilding and Industries a annoncé la réception d’une nouvelle commande de 14 navires au profit de la marine nigériane.
Elle comprend « 3 patrouilleurs rapides OCEA FPB 32 MKI de 98 mètres, 6 patrouilleurs fluviaux OCEA RIVER 9 OB de 8,28 mètres et 5 RHIB de 9,5 mètres », a rapporté le groupe dans un communiqué, précisant que ce nouveau lot s’ajoutera aux 19 navires OCEA déjà dans la flotte du géant ouest-africain.
Pour l’exercice 2023, l’exécutif nigérian a annoncé une dotation de 9 milliards de nairas (19,52 millions USD) pour l’achat de 3 patrouilleurs rapides Ocea de 32 mètres, 6 bateaux pour les forces spéciales et 6 RHIB (bateaux pneumatiques à coque rigide). Un autre budget de près de 12 milliards de nairas (26 millions USD) devrait aussi servir à l’acquisition de patrouilleurs pour la marine.
Le Nigeria s’est résolument engagé dans la protection de ses cotes après que l’insécurité dans ses eaux intérieures a atteint des sommets ces dernières années. L’augmentation des méfaits des pirates avait poussé plusieurs compagnies maritimes à boycotter les ports du pays ou imposer des taux de fret élevés pour les marchandises à leur destination.
Le Bureau maritime international avait d’ailleurs qualifié le pays de forteresse pour les pirates dans le golfe de Guinée, alors que la région enregistrait en 2020 près de 95% des cas d’attaques contre les navires et des enlèvements en mer dans le monde.
Selon les chiffres officiels, cet état de choses, qui ne s’est amélioré que l’année dernière, faisait perdre au Nigeria environ 26 milliards USD chaque année.
