Le premier lot de relais côtier chinois de fret international d’un transporteur étranger a démarré aujourd’hui sa dernière étape de transport maritime, en route du terminal de Yangshan à Tianjin avec 27 conteneurs de Vancouver, au Canada, chargés sur le porte-conteneurs « Merete Maersk ». Un décision qui symbolise une phase importante dans l’ouverture du marché chinois du cabotage aux transporteurs étrangers.
Maersk est fier d’être la première entreprise étrangère à mettre en œuvre avec succès le relais de fret international en Chine. Le transbordement à Shanghai lui permet de bonifier les services grâce à des réseaux optimisés et pourrait également résoudre certains des facteurs à l’origine des goulots d’étranglement dans les chaînes d’approvisionnement chinoises, écourter les délais de transit, diminuer les émissions et relâcher une capacité supplémentaire pour nos clients.
Nous apprécions cette initiative des autorités chinoises. Il s’agit d’une étape importante vers progrès de la réglementation des relais, et nous espérons qu’elle servira d’inspiration dans d’autres régions où les restrictions sur les relais internationaux existent toujours.
La percée à Yangshan déoule du plan global 2019 du Conseil d’État de la Chine pour stimuler le développement du centre maritime international à Shanghai. En novembre 2021, le ministère chinois des Transports annonçait que le relais de fret international serait autorisé à l’essai jusqu’à la fin de 2024.
Sur la base de conditions de réciprocité de pays tiers et répondant à plusieurs critères supplémentaires, les transporteurs qualifiés peuvent utiliser leurs propres navires pour effectuer le relais de fret international entre Shanghai Yangshan et les ports du nord de la Chine, y compris Dalian, Tianjin et Qingdao.
En Chine, les expéditions de fret international par relais entre deux ports chinois ont toujours été comptées comme du cabotage et sont donc strictement interdites aux transporteurs étrangers. Par contre, ces transporteurs utilisent Busan, Singapour et d’autres ports internationaux pour le transbordement.
Cette initiative peut aussi consolider le rôle de Shanghai en tant que centre maritime international, avec plus de débit et de revenus. L’optimisation du réseau et la baisse du temps de transit feront baisser également l’empreinte carbone du transport maritime concerné.
