Le ministre a déclaré que « l’Éthiopie n’a pas réussi à remplir les conditions nécessaires pour acquérir sa participation avant la date limite. Elle n’a donc pas de participation maintenant », indiquant que l’une de ces conditions était le versement d’une participation destinée au financement de la construction du port.
Addis-Abeba s’était associé en 2017 à l’opérateur aéroportuaire émirati Dubaï Ports World et au Somaliland pour la construction du le port de Berbera.
L’Éthiopie qui reste un pays enclavé, avait l’ambition de faire de Berbera une véritable alternative au port d’Assab en Érythrée et surtout à ceux de Djibouti, dont il reste fortement dépendant pour son commerce international.
En vertu de l’accord conclu entre les trois partenaires en 2016, puis ratifié en 2017, DP World possède 51% des parts du port de Berbera, alors que le Somaliland et l’Éthiopie détiennent respectivement des participations de 30% et 19%.
L’opérateur portuaire émirati s’était engagé à investir jusqu’à 442 millions de dollars durant la première phase de la construction du port, tandis que le gouvernement éthiopien devait construire une route de 260 kilomètres reliant Berbera à sa frontière.
Néanmoins, l’État éthiopien n’a pas encore commenté officiellement la décision de l’annulation de sa participation au port de Berbera annoncée par le Somaliland.
