« Une vision intégrée et participative dédiée à la commercialisation des produits agricoles avec l’implication de tous les acteurs concernés » : c’est à quoi s’attend le Conseil Économique, Social et Environnemental (CESE) du Maroc qui a émis des recommandations dans ce sens.
En effet, le CESE a présenté des recommandations qui relèvent d’une approche intégrée dans le but de garantir un revenu juste à chaque producteur et donner aux agriculteurs ruraux et aux coopératives les moyens de dynamiser l’écosystème agricole au Maroc. Toutefois, il faut noter que plusieurs défis liés au climat continue d’avoir un impact sur la productivité des agriculteurs.
Le président du CESE, Ahmed Réda Chami explique que « cette vision associée nécessite la mise en place de mesures législatives, réglementaires et techniques et d’un plan de communication pour lutter contre la perte et le gaspillage des produits agricoles au niveau de la distribution, du stockage et de la commercialisation ».
C’était lors d’une réunion dédiée à la présentation de l’avis du Conseil sur la commercialisation des produits agricoles, intitulé «Pour une approche novatrice et intégrée de la commercialisation des produits agricoles ».
Le président du Conseil a souligné que la commercialisation constitue une phase primordiale de la chaîne de production agricole, en raison de son rôle dans l’amélioration des revenus des agriculteurs.
En effet, elle recommande d’avancer d’urgence dans la réforme des espaces de commercialisation afin d’éviter la spéculation et la prolifération des intermédiaires, notamment en accélérant la réforme des marchés de gros et la création d’un cadre réglementaire pour organiser et repenser le rôle et les missions du métier d’intermédiaire.
M Chami a lancé un appel pour activer la transformation numérique de la commercialisation en favorisant l’inclusion des petits et moyens producteurs.
Notamment en créant une infrastructure numérique adaptée et en soutenant la mise à disposition des petits et moyens agriculteurs d’outils numériques simples facilitant la commercialisation de leurs produits. Ces solutions permettront aux agriculteurs et aux agri-entrepreneurs d’étaler la hausse de leur production.
Dans cette même logique, le groupe OCP a déjà obtenu des résultats exceptionnels en la matière. Le géant public du phosphate et des engrais a procédé au lancement de l’application @tmar.
Cette dernière est la première application pour les services de vulgarisation relatifs à l’agriculture à l’échelle nationale. Elle apporte entre autre aux agriculteurs plus d’informations et facilite la prise de décision concernant leur activité agricole, notamment sur les aspects techniques, agronomiques et économiques.
Comment relever le défi de l’approvisionnement alimentaire mondial à l’avenir ?
Le président du CESE a apporté des précisions concernant cette vision intégrée qui selon lui comprend également le développement de circuits courts de commercialisation coopérative, ainsi que la promotion du commerce local.
IL souligne que cela nécessite néanmoins une révision des modèles et des mécanismes d’accompagnement et d’organisation des agriculteurs en coopératives ou Groupements d’Intérêt Économique (GIE), dans le but d’améliorer les conditions de commercialisation des produits agricoles et hausser considérablement les revenus des producteurs.
L’importance internationale du Maroc est appelée à croître de façon exponentielle dans les années à venir, notamment en termes d’approvisionnement alimentaire mondial.
En parallèle à l’ascension fulgurante de l’industrie marocaine des engrais à base de phosphate, le Maroc étend actuellement ses ressources en énergie verte qui, à leur tour, contribueront à alimenter une industrie du phosphate en pleine croissance. Et tout cela en disposant de vastes stocks pour les citoyens et l’agriculture nationale.
Par ailleurs, M Chami a insisté sur la nécessité de renforcer la coordination entre les différents acteurs, aux niveaux national et régional, pour une meilleure intégration du secteur de la commercialisation dans la chaîne de valeur.
Dans un contexte de crise mondiale de la chaîne d’approvisionnement, de prix record des denrées alimentaires en Afrique et au-delà, l’importance du Maroc dans le domaine agricole ne cesse de croître.
De ce fait, si le Royaume parvient à contribuer à l’endiguement de la vague montante d’insécurité alimentaire en Afrique, il deviendra l’un des principaux acteurs géopolitiques du continent.
Il faut préciser que la filière agricole du pays se trouve confrontée à des défis importants alors qu’au milieu des prévisions prometteuses de l’influence internationale croissante du Maroc sur la base de ses précieuses ressources.
