Une alliance d’industriels, de fournisseurs d’énergie, de compagnies maritimes, de ports et d’ONG demande à l’Union européenne d’instaurer un quota de carburant de 6 % d’hydrogène vert pour le transport maritime.
Une large coalition de fournisseurs d’énergie, de compagnies maritimes et d’ONG et surout d’industriels de l’hydrogène – dont Siemens Energy , Viking Cruises, Green Power Danemark ou Transport & Environment (T&E) – a appelé l’Union européenne (UE) à introduire un quota minimum de 6 % des carburants hydrogène durables et évolutifs d’ici 2030 pour le transport maritime.
Une proposition de loi
En 2021, la Commission européenne a proposé une loi sur les carburants pour le transport maritime (FuelEU Maritime Regulation) visant à accroître l’adoption de carburants marins alternatifs. Toutefois, la coalition déplore que cette loi ne garantisse pas la compétitivité des carburants durables et évolutifs dits e-fuels ou carburants de synthèse.
Ces derniers regroupent tous les carburants, sous forme liquide ou à l’état gazeux, produits à partir d’électricité renouvelable (issu du solaire ou de l’éolien par exemple) ou décarbonée. Cette matière première les différencie notamment des agrocarburants, produits en premier lieu à partir de la biomasse.
Inclure un sous-quota
La coalition appelle donc le Parlement européen et le Conseil de l’UE à améliorer la proposition en incluant un sous-quota dédié aux carburants de synthèse dans le règlement proposé.
“Les e-fuels durables sont actuellement trop chers par rapport à d’autres alternatives telles que le GNL fossile et les biocarburants, ce qui freine les investissements dans les installations de production, les infrastructures de ravitaillement dans les ports et les navires à zéro émission. C’est pourquoi nous avons besoin d’un quota pour lancer le processus et encourager les entreprises à commencer à investir dans des carburants propres pour le transport maritime. Le transport maritime n’a pas besoin de rester une industrie sale indéfiniment”, indique Delphine Gozillon, responsable du transport maritime durable chez T&E.
La coalition appelle également l’UE à déployer des points de ravitaillement en hydrogène dans les ports européens.
