L’Union européenne devra prendre «tôt ou tard» des sanctions sur le pétrole et le gaz russes, a déclaré mercredi 6 avril le président du Conseil européen Charles Michel, dénonçant les «crimes contre l’humanité» perpétrés à Boutcha «et de nombreuses autres villes» en Ukraine.
Le responsable belge devant les députés de l’UE réunis en session plénière à Strasbourg estime que « des mesures sur le pétrole et même le gaz seront nécessaires tôt ou tard».
Charles Michel déclare « qu’aujourd’hui, nous exprimons notre indignation face à des crimes contre l’humanité, contre des civils innocents à Boutcha et dans de nombreuses autres villes.
Une preuve de plus que la brutalité russe contre le peuple ukrainien n’a pas de limites ». Il poursuit ses propos en expliquant que « ce n’est pas une opération spéciale. Ce sont des crimes de guerre», rappelant que l’Union européenne était en train d’aider au recueil de preuves, afin de «traduire les responsables en justice».
Ce mardi, la Commission européenne a proposé aux Vingt-sept de durcir les sanctions contre Moscou, en stoppant leurs achats de charbon russe, qui représentent 45% des importations de l’UE, et en fermant les ports européens aux bateaux russes.
Toutefois, un embargo éventuel sur le pétrole (25% des achats européens) et le gaz (45% des importations de l’UE) fait l’objet d’âpres échanges entre les États membres surtout que Berlin a exprimé publiquement ses réticences.
Le ministre allemand des Finances, Christian Lindner estime que « l’Allemagne ne peut pas se passer des livraisons de gaz russe «à court terme» et des sanctions contre Moscou dans ce secteur feraient plus mal à l’UE qu’à la Russie ». Néanmoins, les États baltes ont déjà arrêté l’importation du gaz russe depuis début avril.
