Le partenaire technique et financier du Cameroun pour ce projet est confronté aux difficultés d’approvisionnement en fer selon les récentes confessions du ministre des Transports.
Les conséquences de la guerre russo-ukrainienne sur le Cameroun ne sont plus à démontrer. Toutefois, après le désorganisation des chaînes d’approvisionnement du blé et des produits pétroliers, la guerre qui oppose la Russie et l’Ukraine fait planer une menace sur la finalisation d’un projet que le gouvernement a entamé depuis bientôt 4 ans.
Il s’agit du projet d’acquisition de 25 voitures voyageurs et 5 modules autorails annoncé le 24 octobre 2019, lors de la 32ème session du comité interministériel chargé de la coordination et du suivi du programme d’infrastructures ferroviaires.
L’acheminement de ces véhicules vers le Cameroun devait se faire cette année, mais la conjoncture internationale marquée par le conflit évoqué supra, est venu chambouler toutes les prévisions » selon ministre des Transports (Mintransport), Ernest Massena Ngalle Bibehe.
L’entreprise franco-coréenne CIM-SSRT chargée de la construction des 25 wagons-voyageurs commandés par le Cameroun, fait aujourd’hui face à des contraintes d’approvisionnement en fer, produit qui constitue l’une des principales composantes entrant dans la fabrication de ces véhicules à en croire le membre du gouvernement.
Cette dernière qui s’approvisionnait en Ukraine, qui est l’un des principaux exportateurs mondiaux de fer et d’acier, est aujourd’hui obligée de trouver d’autres moyens d’approvisionnement. Ce qui pourrait induire des coûts supplémentaires et même étendre un peu plus les délais de livraison.
«On aurait pu déjà avoir ces 25 véhicules, n’eut été cette crise ukrainienne qui a impacté le secteur. Il ne vous échappe pas que le fer, qui est une matière première, contribue en grande partie à la construction de ces voitures. Son indisponibilité est l’une des raisons qui a retardé l’acquisition de ces voitures».
Une situation, qui fait dire au chef du département ministériel chargé des transports qu’il faut encore patienter 2 ans, voire 3 ans, pour que ces 25 voitures destinées au renforcement de l’offre en wagons-voyageurs de la Camrail, parviennent au Cameroun.
Ernest Massena Ngalle évoque la survenance d’un problème fiscal dont la nature n’a pas été révélée pour justifier les retards accusés dans le processus de mise à disposition de ces voitures. Il assure tout de même que celui-ci a d’ores et déjà été réglé, et que seules les difficultés d’approvisionnement en fer constituent le véritable obstacle pour le moment.
Le Mintransport indique que «nous avions également un problème fiscal à régler. Mais depuis lors, des instructions ont été données pour régler ce problème-là. Mais au moment où nous attendions de recevoir ces véhicules, nous avons été frappés par cette crise-là [crise russo-ukrainienne]. Mais nous restons optimistes».
Le programme complémentaire adossé au principal dont l’économie a été faite plus haut, va également faire l’objet de modifications. Au lieu de l’acquisition de 5 modules autorails à livrer par le suisse Stadler, le gouvernement envisage désormais d’acheter de nouvelles voitures, ainsi que de nouvelles locomotives.
D’ailleurs, Ernest Massena Ngalle Bibehe révèle qu’à « côté de ces 25 voitures, nous avons également prévu 5 modules autorails. Mais il y a de très fortes chances que ces 5 modules soient plutôt transformés pour acheter de nouvelles locomotives et de nouvelles voitures».
1 milliard FCFA ont été investi en 2020 par le transporteur Camrail dans la rénovation de matériel roulant en prélude au lancement du train express en attendant la réception de ces nouveaux équipements, Camrail, le transporteur ferroviaire, filiale de Bolloré.
12,3 milliards ont été investi par la même entreprise pour l’acquisition de 5 locomotives auprès de General Electric une année auparavant. L’offre en voitures de voyage reste cependant faible, tout comme les voies de chemin de fer.
Pourtant en 2012, le gouvernement avait mis sur pied un plan directeur national dont l’objectif était de construire environ 6 000 km de voies ferrées (selon les estimations du ministre des Transports, Ndlr) et de consolider le nombre de wagons-voyageurs pour un coût total de 14 976.50 Milliards de FCFA. Le projet est toujours dans les tiroirs du gouvernement dix années plutard.

Joker: Folie À Deux has been branded the ‘most disappointing follow-up to
the Oscar-winning movie’ by critics, as they cast doubt on Lady Gaga’s ‘thin’ role in the film following its release
on Friday.
The ‘bleak’ sequel, has also received a tepid reception from fans, with
some claiming Lady Gaga’s career could be at risk.
While the same director Todd Phillips was back in the hot seat, critics have said the sequel is just a ‘repeat’ of the first hit but with an added musical
twist.
Most critics have said Todd failed to use Gaga correctly
in the movie and claimed she was only bought in for the musical aspect of it.
While the majority of critics say Joker: Folie À Deux didn’t live up to expectations, others have dubbed the movie ‘bold’
and ‘brilliant’.

even the warders, one of whom, a sadistic Irishman played by Brendan Gleeson, feeds him cigarettes in return for jokes.

Eventually, after Arthur’s high-profile TV appearance with a
smug interviewer played by Steve Coogan, it is time for
the trial, with all of Gotham gripped by the subject of multiple personality disorder.
His lawyer (Catherine Keener) strives to show that Joke is accused of five murders, rather than Arthur. Lee just as urgently wants him to identify as his demonic alter ego.
In the final scenes, Arthur renounces his Joker
alter-ego and is found guilty of first-degree murder.
As he is being sentenced a car bomb detonates outside the court, with two people helping Arthur escape, but he is
later caught by the police and taken back to Arkham.
In the Asylum a young patient begins to tell Arthur a joke, before stabbing
him in the stomach and while he bleeds to death, carves a smile into
his own face.
It raises questions surrounding the Joker’s true identity, as it would seem he never went on to become the famed villain, instead
he was just the person who inspired the man who eventually became
him.

Director Todd, told Entertainment Weekly: ‘When those guards kill that kid in the [hospital] he realises that dressing up in makeup, putting on this thing, it’s not

he’s never been this thing that’s been put upon him, this idea that Gotham people put
on him, that he represents.
‘He’s an unwitting icon. This thing was placed on him,
and he doesn’t want to live as a fake anymore — he wants to be who he
is.’
The movie serves as a follow-up to Phoenix’s
2019 box office hit, which was simply titled Joker.
The Todd Phillips-directed musical was released in theatres on October
4, following an October 2 international release.

two years after her last tour, The Chromatica Ball.
The pop superstar, 38, is preparing to release her seventh album, with fans hoping this will lead to a string
of concerts.
However, a Live Nation spokesperson confirmed: ‘There is no 2025 tour planned.’
The Sun reports that Lady Gaga will instead tour in 2026.
It comes as the hitmaker is set to release her new song Disease on Friday,
