Afreximbank pourrait bientôt procéder au lancement de sa plateforme de leasing d’avions. Le secteur aérien est considéré comme un des piliers logistiques de la zone libre-échange continentale africaine. Toutefois la mise en œuvre de ce potentiel va au-delà de l’achat d’aéronefs.
Le président de la banque africaine de financement de l’import-export (Afreximbank) Benedict Oramah, a annoncé que l’institution est sur le point de lancer une plateforme qui louerait des aéronefs aux compagnies aériennes africaines, afin de satisfaire les besoins de mobilité et de logistique, dans le cadre du commerce intra-africain.
Ce fut lors de sa prise de parole à l’occasion du Forum africain des affaires qui s’est tenu le 7 février à Addis Abeba (Éthiopie).
« Nous travaillons avec une des compagnies aériennes leaders en Afrique pour mettre en place cette plateforme, parce que nous voulons retirer aux compagnies africaines qui le souhaiteront le risque financier qui consiste à acquérir ces avions. Nous sommes à un stade très avancé du développement de ce projet » a fait savoir M. Oramah . Poursuivant ses propos, il ajoute qu’ils seront en mesure d’équiper des compagnies avec ces avions, sans qu’elles n’aient à prendre de dettes qui pèseraient sur elles ».
La solution proposée par Afreximbank doit être complémentaire de différentes actions qu’elle dit avoir menées. Notamment dans le financement des compagnies aériennes comme Air Ivoire, Ethiopian Airlines, mais aussi des transporteurs aériens au Nigeria.
La Banque est aussi en discussion avec les compagnies africaines pour diminuer la complexité dans les paiements, et favoriser l’ouverture de nouvelles lignes aériennes sur le continent.
Cette annonce est faite alors que des experts, officiels et dirigeants d’entreprises privées se sont retrouvés pour échanger sur le moyen de mettre en place un écosystème de transport qui soutiendra la zone de libre-échange continentale africaine (ZLECAf).
« Il faudrait 243 nouveaux avions au continent pour répondre aux besoins de logistiques par voie aérienne, si la Zone est effectivement mise en œuvre ». C’est du moins le résultat d’une étude produite par la Commission économique pour l’Afrique.
Beaucoup de facteurs devront être pris en compte afin de faire du transport aérien un levier du commerce africain. Beaucoup de pays ont l’ambition de développer des compagnies aériennes nationales qui, par le passé, n’ont pas prouvé une réelle efficience, en dehors de l’exception Ethiopian Airlines. Néanmoins, l’option du leasing ne semble pas être suffisant.
« Il serait plus intéressant de risquer les investissements des Etats dans le secteur pour soutenir les compagnies nationales » selon les propos de Julius Maada Bio, président de la Sierra Leone qui a pris part aux échanges.
Allan Kilavuka, directeur général de Kenya Airways, un des transporteurs aériens le plus présent sur le continent n’est pas du tout de cet avis.
A en croire ses propos, « l’heure est venue de commencer des consolidations ». Il estime qu’avec plus de 300 compagnies aériennes sur le continent, le secteur est trop divisé.
Le débat sur le transport aérien comme moyen efficace de connexion des pays africains n’est pas nouveau et laisse entrevoir tous les efforts qui devront être réalisés pour faire développer ce secteur.
