L’utilisation des technologies dans la gestion portuaire gagne de plus en plus du terrain en Afrique. Comptant sur le soutien des multinationales opérant dans le secteur, plusieurs ports digitalisent leurs process.
L’autorité fiscale du Libéria et la branche locale de APM Terminal ont lancé mercredi 10 août, le projet d’automatisation et de digitalisation (PAD) des opérations au port de Monrovia.
Le projet constitue une étape majeure du plan d’informatisation et de dématérialisation des procédures en cours sur la plateforme depuis fin 2021, et dont les objectifs sont entre autres de renforcer l’efficacité des processus portuaires en réduisant le contact physique et la paperasse.
Les solutions technologiques déployées dans le cadre de cette phase devraient impacter le processus d’enlèvement des marchandises, notamment les délais et les coûts de dédouanement, lesquels permettront de réduire les coûts de revient des cargaisons pour les importateurs, selon la ministre libérienne en charge du commerce et de l’industrie Mawine Diggs.
« Auparavant, les clients devaient soumettre manuellement leurs déclarations, passer par l’évaluation, lever des chèques, procéder au paiement devant le courtier en douanes, obtenir la mainlevée des douanes à présenter à APM Terminals pour la mainlevée de l’opérateur du terminal et l’inspection ultérieure ainsi que le camionnage.
Ces processus duraient environ 5 jours. Ceux-ci ont été considérablement réduits avec les premières étapes de mise en œuvre du processus de numérisation », a expliqué Metus Freeman, responsable régional des produits et services clients en Afrique, au Moyen-Orient et en Asie.
