Le gouvernement Togolais ambitionne de faire de Lomé un hub logistique de la sous-région Ouest Africaine comme mentionné dans l’axe N°1 de son Plan National de Développement 2018-2022. Et de ce fait, il poursuit les projets d’infrastructures logistiques facilitant la desserte des pays de l’hinterland notamment le Burkina Faso, le Niger et le Mali, principaux clients du Port Autonome de Lomé.
Pour rappel, le 06 Juin 2021, le Président Togolais a inauguré la PIA (Plateforme industrielle d’Adétikopé) fruit d’un partenariat public privé entre l’Etat Togolais et le groupe Arise IIP qui abrite en son sein un port sec destiné à accueillir temporairement les marchandises en transit pour les pays enclavés.
Après les nombreuses réformes engagées depuis quelques années dans ce secteur dont la digitalisation des processus logistiques, la construction du port sec d’Adétikopé permettra selon le Ministère de l’économie maritime, de la pêche et de la protection côtière de simplifier les procédures douanières avec un guichet unique dédié à l’activité, de désengorger le port Autonome de Lomé et de fluidifier le trafic routier.
En prélude à l’opérationnalisation effective du port sec franc, les équipes du ministère de l’économie maritime, de la pêche et de la protection côtière avec à sa tête le ministre Kokou Edem TENGUE ont rencontré les différents acteurs concernés par le transfert des marchandises de l’hinterland comme le groupement de la gendarmerie maritime, les transitaires (ACAD et UPRAD), les consignataires (NAVITOGO), le ministère des transports, le ministère de la sécurité, la PIA, le CNUT, le CBC afin d’expliquer la procédure opérationnelle retenue et le manuel de procédures d’enlèvement de marchandises au guichet unique, situé au sein de l’autorité de coordination de la plateforme industrielle d’Adétikopé.
Une seconde rencontre entre le ministère de l’économie maritime, de la pêche et de la protection côtière, les transitaires et l’OTR (Office Togolais des Recettes) a permis de discuter des procédures opérationnelles devant régir le transfert des marchandises depuis le port autonome de Lomé jusqu’à la plateforme industrielle d’Adétikopé et sur la mainlevée de la douane conduisant à l’enlèvement et à l’acheminement des marchandises vers leurs destinations finales.
Une rencontre qui a également permis de discuter des types de marchandises concernées par ces transferts et et des mesures de sécurité prévues lors du transfert desdites marchandises vers le Port Sec de la PIA.
C’est ainsi que dans la nuit du dimanche 16 au lundi 17 Janvier 2022, le port sec franc d’Adétikopé est rentré en service avec des conteneurs de l’armateur CMA CGM transférés du Terminal Maritime du Port Autonome de Lomé à la nouvelle adresse de déchargement des conteneurs à destination des pays de l’Hinterland avec la présence du ministre Kokou Edem TENGUE qui se réjouit de cette opérationnalisation et qui marque un tournant dans la gestion logistique au Togo selon ses propos.
