La suppression de l’activité des motos-taxis est un dilemme pour les autorités et reste toujours complexe à Lagos alors que l’organisation du transport et la préservation des emplois est toujours d’actualité. Le défi étant également pour l’administration de substituer à ce modèle de nouvelles offres de transport.
Une équipe de répression qui œuvre en collaboration avec la police pour faire respecter l’interdiction relative à la circulation des taxis-motos, localement appelés Okada vient d’être mise en place par le gouvernement de l’État de Lagos.
L’objectif étant la relance d’un plan dont la mise en œuvre n’a pas prospéré il y a deux ans, néanmoins qui a été reconduit le 1er juin dernier et s’appliquera à six zones administratives de Lagos. Il s’agit notamment des zones de Eti-Osa, Ikeja, Surulere, Lagos Island, Lagos Mainland et Apapa.
Le gouvernement local a en effet lancé l’offensive contre les motocyclistes commerciaux qu’il accuse d’être la principale cause de nombreux accidents enregistrés dans la capitale et de travailler de connivence avec les terroristes pour opérer des enlèvements à travers le pays tout en se fondant sur la loi portant réforme du secteur des transports (TSRL) adoptée en 2018.
Les okadas ont été responsables de 10 000 accidents et de plus de 600 décès enregistrés de 2016 et 2019. De même, sur 20 596 véhicules impliqués dans des accidents de la route l’année dernière, 4 428 étaient des motocyclettes, soit plus de 20 % d’après les statiques.
Le gouvernement de Lagos compte remplacer les services des Okada par des projets de transport en commun urbain pour garnir le vide que pourrait laisser leur disparition quant à la couverture des besoins en transport.
Parmi les plans en cours de développement figurent le projet de covoiturage portant sur une flotte de 1 000 véhicules réceptionnés fin février dernier en plus du programme de transport urbain par bus baptisé First and Last Mile (FLM).
Pour ce projet, il a été prévu une flotte de 2 000 bus. Il faut rappeler qu’au mois de mai dernier, le gouvernement a réceptionné dans le cadre dudit projet un lot de 600 unités mobiles comprenant 500 minibus et 100 bus à grande capacité.
