Afin de réduire les investissements publics et élever ses sources de financement L’État nigérian poursuit son plan de concession des infrastructures de transport. L’étape de certains aéroports amorcée il y a quelques années est sur le point de connaître son dénouement.
Hadi Sirika, ministre nigérian de l’Aviation, a indiqué que le processus de mise en concession des aéroports de Lagos, d’Abuja, de Port Harcourt et de Kano sera bouclé au deuxième trimestre 2022.
« Les conseillers en transaction pour la concession ont terminé l’analyse de rentabilisation et ont obtenu la demande de qualification. Nous avons présélectionné les personnes et elles ont reçu une demande de proposition. Nous analysons les profils et pourrons bientôt annoncer les soumissionnaires » a-t-il annoncé.
Ces concessions couvriront une période de 20 à 30 ans, avec des possibilités de prolongation en fonction des performances enregistrées.
Le contrat portera essentiellement sur les actifs non aéronautiques situés dans les terminaux passagers et cargo des aéroports » avait déclaré James Odaudu, porte-parole du ministère au mois de juin 2021.
Il s’agit notamment « des espaces de vente en détail, des zones d’attente et de sièges, des salons d’aéroport et de compagnies aériennes, des espaces de collecte des bagages, des comptoirs d’enregistrement et des bureaux administratifs ».
Il faut préciser que « ceci fait partie d’un plus vaste projet de mise en concession des infrastructures de transport du pays, notamment les aéroports, les ports et les routes fédérales.
Ce cahier de charge élaboré en 2005 constitue un volet important du plan de diversification de l’économie nationale. Son objectif étant de créer de nouvelles sources de revenus à l’État. Les expérimentations du programme sont déjà en cours dans plusieurs ports et aéroports.
Toutefois, une récente enquête de la Chambre des représentants a révélé que l’exploitation des infrastructures déjà confiées aux opérateurs privés occasionne plutôt des manques à gagner pour l’État.
« L’État a perdu environ 3,5 milliards $ » a souligné Daniel Asuquo, président du comité parlementaire ad hoc chargé de mener l’enquête. De ce fait, cela soulève encore la problématique des clauses léonines insérées dans les contrats de concession, et qui favorisent en général les exploitants privés au détriment de l’État.
