A l’occasion de la 12ème RHN entre le Maroc et l’Espagne, le projet de tunnel maritime entre les deux pays après être longtemps, resté en désuétude a refait surface. En effet, depuis 1979 le projet de rallier les deux continents n’était présenté que comme une idée d’une liaison fixe oscillant entre un pont suspendu et un tunnel maritime.
Quatre décennies plus tard, il ressurgit des fonds marins pour s’inscrire pleinement en tant que projet à concrétiser à travers un tunnel marin reliant le Maroc et l’Espagne sous le détroit de Gibraltar. Le dossier, bien qu’il ne fût pas prévu sur la table du sommet bilatéral d’hier, a donc été dépoussiéré.
Il a été formellement évoqué, jeudi, lors de discussions qui ont réuni la ministre espagnole des Transports, des Mobilités et des Programmes urbains, Raquel Sanchez Jimenez, Nizar Baraka, ministre de l’Équipement et de l’Eau, et Mohamed Abdeljalil, ministre des Transports et de la Logistique. Les entretiens à ce propos entre les trois ministres s’inscrivent dans le cadre de la RNH Maroc-Espagne.
La rencontre a abouti à l’engagement des deux parties à « fixer dans les prochains jours une date pour une réunion de la commission mixte, afin de discuter des prochaines étapes concernant le projet de liaison fixe entre l’Espagne et le Maroc ».
D’ailleurs, dans son allocution prononcée en ouverture de la RHN, le chef du gouvernement, Aziz Akhannouch, a d’ailleurs évoqué ce projet, affirmant que le Sommet Maroc-Espagne « ouvre les perspectives de projets qui sont autant de leviers pour l’édification de l’avenir, dont le projet de liaison fixe entre les deux pays, qui est de nature à opérer une véritable révolution à plusieurs niveaux ».
D’un autre côté, dans une sortie médiatique rapportée par les médias espagnols, Raquel Sanchez Jimenez, a déclaré : « Nous donnerons une impulsion aux études du projet de liaison du détroit de Gibraltar, qui a été initié par les deux pays il y a plus de quarante ans », qualifiant le projet de « stratégique pour l’Espagne et Maroc, ainsi que pour l’Europe et l’Afrique ».
La revitalisation du projet était déjà sur la table des délibérations à la première date de cette 12ème session de la RHN en 2021, avant qu’elle ne soit remise à ce début février 2023, emportée en cela par Dame Covid et la crise diplomatique entre le Maroc et l’Espagne.
Nabil Driouch, écrivain et spécialiste des relations hispano-marocaines, a déclaré à Hespress que « le projet de liaison continentale – peut-être, inspiré par le tunnel sous la Manche entre la France et la Grande-Bretagne – est l’un des grands rêves après le rapprochement qui a eu lieu entre le Maroc et l’Espagne, la période de la transition démocratique en Espagne et la crise de la question du Sahara marocain au milieu des années 1970 ».
Driouch a ajouté, dans sa lancée qu’aujourd’hui, « le Maroc et l’Espagne sont déterminés à réaliser ce rêve qui reliera deux continents, malgré les nombreux écueils qu’il a connus ces dernières années ».
L’écrivain et spécialiste des relations hispano-marocaines a rapporté que le projet n’a pu être lancé, affecté en cela par les crises diplomatiques qui poussaient d’autres dossiers au premier plan. Notre interlocuteur a ajouté qu’outre « la conviction inébranlable des deux pays quant à la concrétisation de ce projet, ce dernier a été souvent confronté à plusieurs problèmes notamment au niveau de son financement notamment dans des périodes de crise économique qui ne l’ont pas permis ». Nabil Driouch citant pour étayer ses dires, la violente crise de 2008 dans l’Union européenne et principalement en Espagne.
L’écrivain a également cité d’autres écueils qui ont contribué à se délaisser du projet comme les difficultés techniques, tel le contournement du problème des courants marins qui caractérisent le détroit de Gibraltar entre autres.
Mais in fine, il estime que l’inclusion de ce projet – qui aura de grands retours économiques – dans les accords signés hier « indique que les deux pays traversent une étape caractérisée par la volonté de construire des relations solides”. C’est selon lui, également l’incarnation réelle et pratique d’un pont entre l’Afrique et l’Europe”. « De plus, ajoutera-t-il, ne pas avoir abandonné ce projet au cours des dernières décennies en raison des difficultés susmentionnées est en soi une réussite que l’on peut volontiers créditer aux deux Royaumes du détroit de Gibraltar ».
Driouch notera que ce projet a » toujours été au premier plan » surtout en pleines périodes d’entente entre les deux pays, comme avec la période socialiste » (Luis Rodriguez Zapatero 2004-2011″).
Il est à noter que l’idée d’achever le tunnel continental-maritime entre le Maroc et l’Espagne par le détroit de Gibraltar a été avancée pour la première fois lors de la rencontre de Juan Carlos Ier avec le roi Hassan II le 16 juin 1979, après quoi deux entreprises publiques, l’une marocaine et l’autre espagnole, ont été créées et chargées de réaliser une étude de faisabilité. Signé, il a constitué la base juridique de la coopération entre les deux pays quant à ce projet.
