Autant de lacunes relevées par la Commission spéciale sur le nouveau modèle de développement. Le diagnostic établi dans ce sens a mis l’accent sur les principales contraintes qui bloquent le développement du secteur de la logistique au niveau national.
Face à cela, quatre objectifs majeurs ont été définis. Le but étant de favoriser l’éclosion d’un secteur à la fois moderne, compétitif et résilient. Le premier objectif fixé est de diminuer le coût du transport et de la logistique à 12% du PIB à l’horizon 2035. Il est également recommandé de faire émerger un tissu dense d’acteurs structurés et innovants de taille moyenne, de réduire nettement la part de l’informel dans le secteur particulièrement dans le transport routier et l’entreposage ainsi que de renforcer la multimodalité et augmenter la part du transport ferroviaire dans le transport de marchandises. La réalisation de ces objectifs dépend de la mise en œuvre de leviers stratégiques.
«La mise en œuvre explicite de la vision du nouveau modèle de développement gagnerait à intégrer ses recommandations opérationnelles dans la stratégie de développement logistique 2030 en cours de déploiement moyennant une évaluation à mi-parcours rigoureuse de cette stratégie», peut-on relever dans ce sens.
Il est recommandé de développer le réseau national intégré des zones logistiques multi-flux avec une couverture géographique qui tient compte des vocations sectorielles des territoires et d’une connectivité multimodale appropriée entre les zones de production, d’approvisionnement et de commercialisation.
L’idée étant de garantir l’optimisation des flux de marchandises et par conséquent renforcer la compétitivité logistique nationale. La modernisation de la profession et l’émergence d’acteurs logistiques performants sont également de mise.
Ceci passe par le développement de compétences tant opérationnelles que managériales. A cet égard, un plan national de formation dans les métiers logistiques devrait être élaboré apportant ainsi une réponse aux impératifs de la demande en services logistiques nationales et internationales.
Parmi les recommandations formulées, on relève l’évaluation du processus de la logistique. Cette dernière devrait être établie sur le plan territorial en tenant compte des spécificités de chaque région et de son potentiel d’intégration sectorielle.
