L’inauguration du premier train express régional (TER) se tient ce lundi à Dakar. Un projet lancé par le président Macky Sall pour contribuer à la modernisation du secteur des transports pour un coût de plus d’un milliard d’euros et doit contribuer à mettre fin aux congestions de manière générale surtout dans la capitale sénégalaise.
Le chef de l’État Macky Sall va présider lundi à Dakar, la cérémonie de mise en service de la ligne, dont les travaux ont pris cinq ans, d’après des propos de ses services relayés par l’AFP.
Selon les mêmes sources on nous apprends que « le trafic passagers devrait prendre son rythme de croisière d’ici une dizaine de jours, après un programme découverte” offert dans un premier temps aux usagers afin qu’ils puissent “s’approprier” ce nouveau moyen de transport, devrait permettre au trafic de prendre son rythme ».
Le TER devrait relier les 36 km séparant Dakar de Diamniadio, un tronçon sur lequel les usagers perdent habituellement des heures en voiture en une vingtaine de minutes.
Les trains rouleront à une vitesse de pointe de 160 km/h et peuvent transporter 115.000 personnes par jour, de 05H00 à 22H00, d’après les promoteurs.
Des rotations seront s’effectueront par 15 rames de quatre voitures chacune, construites par le groupe français Alstom.
Il faut néanmoins préciser la construction du TER et de ses nouveaux rails a impliqué “une vingtaine d’entreprises” françaises dont Eiffage, Engie, Thales, SNCF mais aussi turques et sénégalaises. La mise en service a été plusieurs fois reportée depuis le lancement des travaux début 2017.
Globalement les travaux ont coûté 780 milliards de FCFA (plus de 1,1 milliard d’euros) financés sur fonds propres et grâce à des prêts – notamment français – par l’État du Sénégal, “propriétaire de toute l’infrastructure”, une information annoncée à l’AFP par Abdou Ndéné Sall, directeur général de la Senter, la société de patrimoine du TER détenue à 100% par l’État sénégalais.
Pour autant, Amina Bayo, responsable d’un collectif d’expropriés pense tout le contraire et dénonce un “projet coûteux” tout réclamant 76 millions d’euros d’indemnisation à l’État, qui dit avoir satisfait à ses obligations sans préciser le montant des sommes accordées.
« L’argent investi dans le TER aurait pu servir à réhabiliter le réseau ferroviaire sénégalais. Le TER n’était pas une priorité », a pesté l’économiste sénégalais Demba Moussa Dembélé qui pense que le projet nous a appauvri.
