Médecins Sans Frontières (MSF), an international medical humanitarian association created in 1971, provides medical assistance to populations facing crises that threaten their survival, mainly in the event of armed conflicts, but also epidemics, natural disasters or exclusion from care. The French section of MSF is present in around thirty countries. 

As part of a temporary replacement, we are looking for a: Supply Chain Coordinator M/F – Based in GOMA in the DRC.

Context :  

The Democratic Republic of Congo (DRC) faces major security challenges, including intercommunal violence, the resurgence of armed groups and ongoing clashes in regions such as North Kivu. Despite attempts to resolve this ongoing conflict, the situation remains volatile, aggravated by diplomatic tensions, particularly with Rwanda. International stabilisation efforts, such as the deployment of SADC contingents to pacify the area, still do not seem to have improved the situation. Currently, millions of people have been displaced and are now totally dependent on humanitarian aid, including medical care, water, food and shelter. This humanitarian crisis is exacerbating the prevalence of sexual violence, internal displacement and epidemic risks, highlighting the need for MSF intervention in the region.

Mission

As an active member of the mission coordination team and under the hierarchical and functional responsibility of the Head of Mission, you ensure the implementation of a responsive, agile and efficient supply chain that has the capacity to meet the changing needs of medical operations and deliver the right products, of quality, on time, to the right place. You define standards, policies and strategies according to MSF protocols, in order to enable the development of the mission and optimize the impact of medical projects.

Main Responsibilities: 

The Supply Chain Coordinator performs the following tasks, among others:

  • Actively participate in defining and monitoring annual project planning and budgets.
  • Actively participate in defining the emergency response strategy in terms of supply (HR implementation, purchasing strategy, simplified procedures, etc.) and translate the identified needs into objectives, priorities and resources necessary for the response.
  • Responsible for defining, implementing and reviewing the mission's procurement strategy with the coordination team based on the mission context and operational needs, in accordance with MSF protocols, policies and guidelines.
  • Responsible for monitoring the effective implementation of global procurement procedures (demand planning, purchasing, imports and exports, warehousing, distribution and cross-functional activities) and the use of tools to support the various procurement activities, proposing adjustments when necessary.
  • Responsible for anticipating supply chain risks, defining an action plan to mitigate these risks and implementing it through a long-term strategy involving specialists (finance, legal, etc.)
  • Responsible for the stability of supply activities within the framework of regular and emergency interventions of the projects concerned.
  • Responsible for carrying out regular assessment of the supply chain (including field visit), ensuring that ongoing support to direct and indirect supply actors is available and defining adjustments if necessary.
  • Final responsibility for validating the use of third parties linked to the supply (suppliers, transport companies, freight forwarders, etc.) with technical referents where applicable.
  • Represent MSF in meetings with authorities and other NGOs.
  • Act as a focal point for the definition, planning and implementation of intersection projects (mutualization, integration, merger) and ensure communication with the various stakeholders and Participate in the drafting / revision of the MoU / SLA of the mission.
  • Responsible for the proper application of HR policies and associated processes (recruitment, training, briefing/debriefing, task allocation, assessment, potential, detection, staff development and internal communication) in order to ensure both the sizing and the level of knowledge required for the activities for which he/she is responsible.
  • Responsible for the smooth flow of communication within the mission (procurement teams, Op, Med and support departments) and with external stakeholders (suppliers, CES, authorities, etc.)
  • Analyze supply chain activities through reporting and KPIs while proactively communicating and collaborating with key stakeholders and proposing corrective and preventive actions.
  • Overall responsibility for the quality and accuracy of supply chain data as well as the availability and optimization of supply chain guidelines and mission SOPs.

Professional skills

Training: Essential diploma and specialization in logistics / supply chain.

Experiences:  

Essential professional experience of at least two years in relevant jobs and previous humanitarian experience with MSF or other NGOs in developing countries.

Proven and desirable understanding of MSF field logistics (general knowledge of MSF equipment and kits depending on the nature of the project).

Languages: French essential B2.

Job specifics

Status: 12-month full-time fixed-term contract. Position based in Goma, Democratic Republic of Congo, with regular travel to projects.

Conditions: 

Level 13 of the MSF field grid, from €3 gross monthly.

Expenses covered by MSF: Shared accommodation, plane ticket home – Goma – home, per diem of 490 euros/month, 1 break ticket at 3 and 9 months of mission (participation of 700 USD/break), 1 break ticket at 6 months of mission GOMA – home – Goma covered at 100%.
