As Europe gradually turns its back on Russian gas imports, the region's leaders are stepping up initiatives aimed at finding new supply points.
On Saturday, January 28, Italian energy company Eni signed an $8 billion gas development agreement with Libya. The deal covers exploration, production and production sharing in offshore areas and will last for 25 years.
It is one of the largest gas deals signed in the country in the last 25 years. It had been announced a few days ago by the Libyan authorities. The document was initialed in Tripoli by the president of the Libyan public hydrocarbons company (NOC), Farhat Bengdara and the CEO of Eni, Claudio Descalzi.
The heads of government of the two countries Giorgia Meloni for Italy and Abdel Hamid Dbeibah were also present at the signing of the agreement. It should be recalled that this is the first official visit of the new Italian leader to the North African country.
Concretely, the agreement consists of Eni and the NOC developing further existing resources and improving the capacities of the production facilities. The objective is to generate 2026 million standard cubic feet of gas per day by 750.
The project also includes the construction of a carbon capture and storage facility in Mellitah. This will help reduce the overall carbon footprint, in line with Eni’s climate efforts policy.
Part of the production will be dedicated to meeting domestic demand, while the majority will be exported to Italy. The exact volumes included in this dispatching have not yet been publicly mentioned. But it should be noted, based on similar deals concluded in the past, that the volume kept internally is quite marginal.
Commenting on the signing of the agreement, Claudio Descalzi, Eni's CEO, said that "This agreement will enable significant investments in the Libyan energy sector, contribute to local development and job creation while strengthening Eni's role as the main operator in the country. ».
For his part, the head of the NOC said that the event is a clear indication that the oil and gas sector in Libya is now safe from the risks that hindered its development in the past. He took the opportunity to invite companies that have ceased their activities to restart them. This, in accordance with the agreement to lift the force majeure last December.
Since the beginning of the war in Ukraine, the efforts of European countries to diversify their sources of gas supply have been more concentrated on Algeria and Libya, two countries which benefit from significant production capacities.
