Senegal: Towards a new Merchant Navy Code

Senegal is undertaking a historic reform of its maritime code, with more than 800 articles to modernize the sector.

Senegal is undertaking a major overhaul of its 1962 Merchant Marine Code. Led by the National Agency for Maritime Affairs (ANAM), this reform includes more than 800 articles and aims to adapt the legislation to current international standards. The process was launched on June 10, 2025, in Dakar, during a workshop that brought together public and private stakeholders and international experts.

The new code will introduce strict rules on maritime safety, environmental protection, and offshore hydrocarbon management. Key measures include combating abandoned vessels, preventing marine pollution, and providing clear oversight of offshore oil activities. According to Bécaye Diop, CEO of ANAM, this reform is also a lever for attracting investment.

The law firm Asafo & Co, a partner in the project, emphasizes the need to preserve the marine environment against the risks associated with oil exploitation. The code will also include measures to improve the working conditions of seafarers, in accordance with international conventions ratified by Senegal.

Before its adoption, scheduled for the end of 2025, the text will undergo a consultation phase with all stakeholders. This participatory approach will enable it to better respond to the challenges of maritime transport, fishing, and the emergence of new technologies. With this reform, Senegal hopes to strengthen its position as a regional maritime hub.
