This decision represents the outcome of legal proceedings that began in 2019, after DIT, a subsidiary of the Bolloré and APM Terminals groups and operator of the terminal from 2005 to 2019, was disqualified following an international call for tenders that designated Terminal Investment Ltd (TIL) of the shipping company MSC as the new concessionaire for the logistics platform.
It is decisive for the activities of the terminal whose operation and development plan have been affected by the battle between these giants of the port industry. Its provisional management had in fact been entrusted to RTC (Régie du Terminal à Conteneurs), an entity set up by the PAD.
According to the development plan unveiled by the authorities, the port, which is also a strategic relay for the supply of Chad and the Central African Republic, should see its annual volumes increase tenfold by 2030.
They are expected to increase from 13 million to 23 million tonnes, a vision in which the container terminal plays a major role.

As their race for the US presidency comes down to the wire,
each major candidate has leaned heavily on a
favorite theme — abortion rights for Democrat Kamala Harris and border security for
Republican Donald Trump.
In Arizona, their ideological duel has reached a white-hot peak, with both topics the subject of
fiercely debated ballot referendums.
And in this key southwestern state — where the billionaire Trump lost to President Joe Biden in 2020 by a tiny margin of
about 10,500 votes — every ballot truly will count.
In the mid-sized city of Tucson, hundreds of volunteers in orange
T-shirts were going door-to-door to try to persuade voters to
back a ballot measure to inscribe abortion rights in the state constitution — and, while they're
at it, to vote for Vice President Harris.
To Grace Ireland, a 26-year-old activist, the abortion restrictions imposed by several Republican-controlled states
amount to “a public health crisis that Donald Trump and the Republicans have created.”
She added, “Democrats and Kamala Harris are trying to push us forward and protect women's health care and protect our democracy and protect all people.”

Since 2022, when the US Supreme Court ended the constitutional protection of federal abortion rights, Ireland, a registered nurse,
has worked in several states where abortion is banned or severely limited.
Those restrictions have had sometimes disastrous consequences for
women having problem pregnancies or carrying nonviable fetuses when doctors refuse to treat them.
“Women are going septic and dying because they cannot receive the care that they need,” she told AFP.

“It's important to reiterate that Donald Trump and these abortion bans are one and the same,” Ireland said.
But in Tucson there is little unanimity among young voters.
“I do think that abortion is murder,” said Pedro Lopez, a 20-year-old
college student.
“There are cases of incest or rape” that deserve exceptions,
he conceded, “but that’s very small.”
He also worries about the flow of undocumented migrants who have entered the
country from Mexico during the Biden-Harris administration.
“People who are entering the United States illegally… should be sent back to where they came from,” he
said.
“My grandparents migrated from Mexico to the United States, and they did it the right way.”
So he plans not only to vote for Trump, but to back the proposal to
let local law enforcement detain, arrest and prosecute anyone suspected of
having entered the country illegally — powers normally reserved to the border
police who work for the federal government.
“I know people that work for the Border Patrol, and they're really upset because this current administration has really tied their hands up. They're not really able to do anything,” Lopez
said.
– Mixed impact –
The major political parties see the competing referendums as offering an opportunity to mobilize more people
to vote — on ballot questions at the very heart of the
two presidential campaigns.

But the referendums may not have the clear impact on the
race for the White House that activists hope.
Polls show Trump and Harris running neck-and-neck in Arizona, with the Republican holding a very narrow lead.
Both ballot questions, meanwhile, have drawn strong support and both
appear likely to pass.
So the abortion issue may not be “helping Democrats in the way that they would hope,” said Jenny
Brian, a professor of bioethics at Arizona State University.
Many Republican women will vote both to protect abortion rights and to bring Trump back to the White House,
Brian said.
Though abortion is sometimes framed as a Democrat vs.
Republican issue, the Republican Party includes “a broad spectrum of views on the topic,” an issue that also
raises conservatives' concerns about “government interference,” she
added.
The same dynamic applies to immigration, with the tougher language on the
Arizona ballot question finding support not just among Trump Republicans but also “moderates and even many Democrats,” said John Kavanagh,
a Republican and an Arizona state senator.
The 74-year-old Kavanagh is unimpressed by Harris's recent toughening on migration,
specifically her promise to maintain the partial closing of the border Biden ordered in recent months.

As their race for the US presidency comes down to the
wire, each major candidate has leaned heavily on a favorite theme — abortion rights for Democrat Kamala Harris and border security
for Republican Donald Trump.
In Arizona, their ideological duel has reached a
white-hot peak, with both topics the subject of fiercely debated ballot referendums.
And in this key southwestern state — where the billionaire Trump lost to President Joe Biden in 2020 by a tiny margin of
about 10,500 votes — every ballot truly will count.
In the mid-sized city of Tucson, hundreds of volunteers in orange T-shirts were
going door-to-door to try to persuade voters to
back a ballot measure to inscribe abortion rights in the state constitution — and, while they're at it, to vote for Vice President Harris.
To Grace Ireland, a 26-year-old activist, the abortion restrictions imposed by several Republican-controlled states amount to “a public health crisis that Donald Trump and the Republicans have created.”
She added, “Democrats and Kamala Harris are trying to push us forward and protect women's health care and protect our democracy and protect all people.”

Since 2022, when the US Supreme Court ended the constitutional
protection of federal abortion rights, Ireland, has registered
nurse, has worked in several states where abortion is banned or severely
limited.
Those restrictions have had sometimes disastrous consequences for women having problem pregnancies or carrying nonviable fetuses when doctors
refuse to treat them.
“Women are going septic and dying because they cannot receive the care that they need,” she told AFP.
– ‘Abortion is murder’ –
As Ireland carries her message to potential voters, she noted, particularly to young people
who may be less likely to vote, that it was Donald Trump who appointed
the three justices who tipped the Supreme Court against abortion rights.

“It's important to reiterate that Donald Trump and these abortion bans are one and the same,”
Ireland said.
But in Tucson there is little unanimity among young voters.
“I do think that abortion is murder,” said Pedro Lopez, a 20-year-old college student.
“There are cases of incest or rape” that deserve exceptions, he
conceded, “but that’s very small.”
He also worries about the flow of undocumented migrants
that have entered the country from Mexico during the Biden-Harris administration.
“People who are entering the United States illegally… should be sent back to where they came from,” he
said.
“My grandparents migrated from Mexico to the United States, and they did it the right way.”
So he plans not only to vote for Trump, but to back the proposal to let local law enforcement detain, arrest and prosecute anyone suspected of having entered the country illegally —
powers normally reserved to the border police who work for the federal government.
“I know people that work for the Border Patrol, and they're really upset because this current administration has really tied their hands up. They're not really able to do anything,” Lopez said.
– Mixed impact –
The major political parties see the competing referendums as offering an opportunity
to mobilize more people to vote — on ballot questions at
the very heart of the two presidential campaigns.

But the referendums may not have the clear impact on the race for the
White House that activists hope.
Polls show Trump and Harris running neck-and-neck in Arizona, with the
Republican holding a very narrow lead.
Both ballot questions, meanwhile, have drawn strong support
and both appear likely to pass.
So the abortion issue may not be “helping Democrats in the way that they would hope,” said Jenny
Brian, a professor of bioethics at Arizona State University.
Many Republican women will vote both to protect
abortion rights and to bring Trump back to the White House, Brian said.
Though abortion is sometimes framed as a Democrat vs. Republican issue, the
Republican Party includes “a broad spectrum of views on the topic,” an issue that also raises conservatives' concerns about “government interference,” she added.
The same dynamic applies to immigration, with the tougher language on the
Arizona ballot question finding support not just among Trump Republicans but also “moderates and even many Democrats,” said John Kavanagh, a Republican and an Arizona state senator.
The 74-year-old Kavanagh is unimpressed by Harris's recent toughening
on migration, specifically her promise to maintain the partial closing of the
border Biden ordered in recent months.
The vice president, Kavanagh said, is “running away faster from her open-border policy than an illegal immigrant that runs away from the Border Patrol.”

The claims Albanese received 22 upgrades from economy when booking Qantas flight by personally requesting them from Mr Joyce are made in a new book The Chairman's Lounge by former Australian Financial Review columnist Joe Aston.

Nothing signals the start of winter quite like the return of the Fair Isle knit.
Once considered 'ugly' knitwear we'd only pull out from the back of our
wardrobes as an alternative to a Christmas jumper (especially the red-nosed

It was brought into vogue by an earlier Prince of Wales (later
Edward VIII) in the 1920s, and has remained a casual wardrobe staple for members of the Royal Family, including Kate Middleton, whose jumper collection includes
at least three different Fair Isle designs.

Another fan of the nostalgic knitting is Alexa Chung, who recently
layered a Fair Isle vest by Molly Goddard over a light blue button-down in a snap for Instagram.
The It-girl previously also wore a V-neck vest from Cotswolds-based knitwear brand Cooking
Apple, and sported a chunky Fair Isle crewneck with white, straight-leg jeans, black loafers and an oversized, black leather blazer to ring in the festive season at private members' club in London last year.
A host of designers have dropped Fair Isle-inspired knits for AW24, proving the multicolored jumpers have become a timeless investment.

show commissioners are all part of Australia's 'most exclusive club' the Chairman's Lounge membership extended by invite only by the Qantas chair.
This has raised concerns over how impartial the body would be when dealing with Qantas matters.
If Mr Albanese has requested flight upgrades from former Qantas CEO Alan Joyce directly, as reported in a new book, he

A job ad for the Canberra Qantas Chairman's Lounge sets out the requirements to serve the high and mighty
Applicants must 'have experience working in a fine dining environment and the ability to work a
seven-day rotating roster.
The claims Albanese received 22 upgrades from economy when booking Qantas flight by personally requesting them from Mr Joyce are made in a new book The Chairman's Lounge by former
Australian Financial Review columnist Joe Aston.
Aston alleged Mr Albanese directly contacted Mr Joyce while in his various parliamentary jobs,
which included Minister for Transport to

portrayal of the Joker (Arthur Fleck) – and the film won an additional Academy Award for Best Original Score.
The sequel also screened during the Venice International Film Festival last
month in September, where it earned a 12-minute standing ovation, per

However, audiences have since taken to
movie released in theaters on Friday – and shared their opinions on the
sequel, which features musical sequences.
One fan penned, 'Joaquin Phoenix don't deserve this.

An invitation to lunch at Caviar Kaspia was, once upon a time, an offer you simply didn't
denied. Providing, of course, that the bill was on someone else.
Because caviar, smeared on blinis or piled high on baked potatoes,
sure didn't come cheap. There may have been other things on the menu, but
no one paid them much heed. This was all about lashings of the black stuff.
Caviar Kaspia's signature baked potato and caviar: 'there are few better
dishes on earth…only the price, at just under £150, is ridiculous'
Caviar Kaspia popped her final tin about two decades back.
And that site, hidden down a smart Mayfair mews, was taken over by Gavin Rankin (who used to be the boss), and
transformed into the brilliant Bellamy's. It prospers to this day.
Kaspia, on the other hand, went quiet. Until last year, when she reopened as a members' club in another Mayfair backstreet.
But a £2,000 a year membership fee proved hard to swallow, meaning the doors were opened to the great unwashed.
Which is how we find ourselves sitting in a rather handsome – albeit near empty – dining room, lusciously lavish,
under the stern gaze of a stern painting of a very stern man. The soft, crepuscular
gloom is broken up by the glare of table lamps, indecorously bright, while
a loud soundtrack of indolent, indeterminate beats throbs in the background.
The whole place is scented with golden ennui.
Our fellow diners are two young South Korean women of pale, luminescent beauty,
clad in diaphanous couture. They don't speak, rather communicate entirely via camera phone.
Post, click, check, filter, post. Immaculate waiters hover in the shadows.
We sip ice-cold vodka, and eat a £77 caviar and smoked-salmon Kaspia
croque monsieur that tastes far better than it ought to.
Next door, a large table fills with a glut of the noisily,
glossily confident.
We're looked after by a wonderful French lady of such effervescent charm and charisma that had she burst into an impromptu performance of 'Willkommen', we would have barely blinked.
Baked potatoes, skin as crisp as parchment, insides whipped savagely hard with butter
and sour cream, are a study in tuber art. A cool jet-black splodge of
oscietra caviar, gently saline, raises them to the sublime.
Only the price, at just under £150 each, is ridiculous.
But there are few better dishes on earth. I'd eat this every day if I could.
But I can't. Obviously. That's the problem with caviar. One taste is never enough.

The song was originally released in 1950 and its title translates into English as
'Hymn to Love.'
The My Heart Will Go On songstress looked to be on the verge
of tears as she finished the performance to cheers from the
crowd, whilst viewers at home were also left emotional.

His forces have since been accused of severe human rights violations
and cruel assaults against civilians throughout the 13-year civil war, including
the use of chemical weapons against their own people.
The heavily Western-sanctioned and internationally isolated regime has clung to
power until now, thanks to opposition forces reaching
Damascus and recapturing areas on the outskirts of the capital following a years-long siege.

In 2004, the United Nations Security Council ordered Syria to end its occupation of neighboring Lebanon, leaving Assad
to choose between complying or ignoring the demand.
He decided to comply and in turn ruin some of his father's legacy which left his family angry.
Assad became a key component in Iran's Axis of Resistance,
allowing Iranian military forces to operate virtually unimpeded from Iran to Lebanon.

When Hariri was killed by a bomb while driving in Beirut, the Syrian government was blamed and a pro-American government came into power there instead.

Some years after turning his back on his father's legacy, Assad would embrace his brutal tactics
when protests erupted against his rule in March 2011, during the Arab Spring.
While Syrian security forces used lethal force against demonstrators, Assad offered a variety of
concessions, first shuffling his cabinet and then announcing that he would seek to abolish Syria's
emergency law and its Supreme State Security Court, both of which were used to suppress political opposition.

However, implementation of those reforms coincided with a
significant escalation of violence against protesters,
drawing international condemnation for Assad and his government.
Deep levels of unrest spread around the country which led the government to deploy tanks and
troops to several cities that had become centers of protest.
In May 2011, then US President Barack Obama said
Assad's regime had 'chosen the path of murder and the mass arrests of its citizens' and called on him to lead a democratic transition 'or get out of the way.'
By September 2011, armed opposition groups had emerged
and began launching attacks against Syrian forces.
Protesters in the southern city of Daraa were shot dead by government forces which sparked
nationwide unrest.
Attempts at international mediation by the Arab League and the United Nations then proved to be unsuccessful as by mid-2012, the crisis had evolved into a full-blown civil

In 2013, UN weapons inspectors returned 'overwhelming and indisputable' evidence
of the use of nerve gas in Syria.
Assad faced calls for international military action against him

The Syrian opposition accused pro-Assad forces of having carried out the attacks, but Assad denied
having used chemical weapons and asserted that, if such weapons had
been used, rebel forces were to blame.
Assad's tactics against the rebels continued to draw international condemnation even when his forces refrained from using chemical weapons.
So-called 'barrel bombs' – dropped from helicopters and airplanes – were routinely used to devastating effect against military and civilian targets in rebel-held areas even though human rights groups insisted that employment of such
indiscriminate weapons constituted as a war crime.
There have also been widespread reports of rape, beheadings, and torture.
Assad was propped up largely thanks to Russia – who stepped in to carry out
decisive airstrikes in 2015 – and Iran, who both backed Syria militarily.
In 2020, Moscow backed a government offensive, which ended with a ceasefire with
Turkey and freeze most front lines.
Syrian officials have repeatedly denied allegations of war crimes and crimes against
humanity.
The downfall
Many did not see the end of Assad's reign appearing in the near future, but just as
his fortunes relied heavily on Moscow and Tehran, so did
his fate, tied to their geopolitical priorities.
With Russia's brutal invasion of Ukraine lasting almost three years and
Iran rocked by Israeli attacks on Hezbollah in Lebanon, the Syrian government's defenses were
exposed.
Rebel forces launched an attack on the northern city of Aleppo,
which the government has held since 2016, and within a
matter of days had stormed the country.

LONDON, June 30 (Reuters) – Cigarette maker Philip Morris International thinks its iQOS smokeless tobacco product can make Britain a country of non-smokers in coming
years, an executive said on Friday.
Since iQOS was launched in the UK in December, Philip Morris has
found that about 70 percent of users are able to give up
cigarettes, Peter Nixon, his UK and Ireland managing director, told BBC
Radio. That compares with only about 15-20 percent of people who use e-cigarettes, he said.
“It's unprecedented,” Nixon told the Today show. “We're very encouraged that products like iQOS are the absolute game changer.”
Where e-cigarettes use nicotine-laced liquid, IQOS heats
tobacco sticks, called Heets, to a high enough temperature
to create a vapor but not smoke.
Philip Morris, which has Marlboro cigarettes among its global brands, has applied to
US health regulators to have iQOS recognized
as having “modified risk” compared with cigarettes.
British American Tobacco and Japan Tobacco are also selling tobacco-based “vaping” devices,
but so far Philip Morris is in the lead.
The company sells about 7 billion Heets a year, which is tiny compared with
the 820 billion conventional cigarettes it sells. But Nixon told the BBC that the company hopes to produce 100 billion Heets next
year, a huge jump from less than 400 million it made in 2015.
“We're absolutely serious. One day we want to stop selling cigarettes,” Nixon said on the program.
“We're moving very fast.”
There are still 7.5 million smokers in Britain, Nixon said, and Philip Morris has hired “freelancers” to help
to bring that number down. These freelancers act like leaving coaches and can earn 50 pounds ($64.95) from Philip Morris for
every person they convert from cigarettes to iQOS.
“With these types of programs we can get that down to almost zero in coming years,” Nixon said.

Oct 22 (Reuters) – Philip Morris International's (PMI) shares hit
record highs on Tuesday after the cigarette maker raised its annual profit forecast and beat third-quarter estimates thanks to higher prices and strong demand for its smoking alternatives.
PMI has invested billions of dollars in developing substitutes for cigarettes as health-conscious consumers switch to smoking alternatives in some markets,
including its IQOS heated tobacco device and ZYN nicotine
pouches, which are now a key focus for investors.
US ZYN shipments in the quarter grew 41.4% over the prior-year period, rebounding after supply constraints curtailed rapid growth.
The Marlboro maker has been investing to expand production capacity for ZYN, in an effort to meet strong demand.
The company's flagship heated tobacco device, IQOS, also saw strong growth in regions such as Japan, Europe and Indonesia, reassuring investors after volumes lagged expectations in the past.
“We delivered exceptionally strong performance, with record quarterly net revenues and earnings per share,”
said Chief Executive Officer Jacek Olczak, adding IQOS growth had
also accelerated.
PMI's shares rose 9%, and remained almost 8% higher at 11.43 am
(1543 GMT) in New York trading.
The company also higher shipment volumes for cigarettes, enjoyed with higher
pricing also driving a 5.2% increase in revenues from its combustible tobacco business.
PMI raised its forecast for 2024 adjusted earnings per share, excluding currency, to between $6.85 and $6.91, compared with its prior range of
$6.67 to $6.79.
It reported revenue of $9.91 billion for the third quarter, versus analysts' estimates of $9.69 billion, according to data compiled by LSEG.

LONDON, Sept 28 (Reuters) – Philip Morris International
(PMI) on Thursday reported slower than anticipated US
roll out of its IQOS heated tobacco device, a choice analysts said was positive for its competitors in the short term.
The New York-listed Marlboro maker also said it aims for more than two
thirds of its net revenues to come from “smoke-free”
products by 2030, up from 50% in 2025, as it tries to transform its image from a cigarette purveyor to a driver
of the shift to healthier alternatives.
Investors have been closely watching IQOS' entry
into the US, the world's largest market for nicotine products, and had been expecting it from May
2024 next year. Reuters reported on Wednesday that PMI
is hiring lobbyists across a host of key US
states ahead of the launch.
Chief Executive Jacek Olczak said IQOS would
launch in four cities in two unnamed US states from 2024, but a national launch would
only come after PMI receives approval to sell the latest version, known as IQOS ILUMA.
The company was planning to apply for approval in October and expected it from 2025, he continued.
“We need to warm up the tires,” he said of the initial launch, which would help PMI fine
tune its approach.
A national roll-out of ILUMA would follow but in phases,
he continued, adding launching in 10 states in the first year would make sense.
Meaningful traction for PMI's heated tobacco products in the US
“now looks delayed until ILUMA,” Owen Bennett, equity analyst at Jefferies, said
in a note, adding this was a positive for PMI's rivals.
Olczak also signaled that PMI's push into non-nicotine products was no longer a priority.
It recently scrapped an ambition for $1 billion in net
revenues to come from sales of such products by 2025.
Instead, PMI will focus its resources on IQOS and nicotine
pouch brand ZYN, Olczak said, adding it had been too optimistic around acceptance of
big tobacco companies operating outside of nicotine.
PMI also announced updated medium-term targets including
for revenue and earnings per share, and ambitious volume targets for IQOS and ZYN.
ZYN and other oral nicotine products in the US
would help drive an expected $2 billion in revenue
there in 2024, even before IQOS ILUMA, executives said.
