During a joint commission meeting in Paris in April 2025, Morocco and France decided to increase the quota of international road transport authorizations.
As part of strengthening their cooperation, Morocco and France held a meeting in Paris in April 2025. This meeting brought together their joint committee on international road freight and passenger transport.
The Moroccan delegation was chaired by the Director of Road Transport. Several topics were discussed: trade, regulatory standards, road inspections, and the management of bilateral authorization quotas.
With Morocco now France's leading African partner, the two countries have decided to increase the quota for bilateral TIR authorizations. The two countries are collaborating on the ecological transition and the possible use of an electric fleet for road transport.
This strengthening of partnership had already been initiated during the fourth Global Ministerial Conference on Road Safety (18-20 February 2025). The two countries welcomed "the new momentum" driven by the signing in October 2024 of the Declaration on the “Strengthened exceptional partnership”, materialized by the signing of four agreements in rail transport.
The officials agreed to mutually support each other's applications to the International Maritime Organization (IMO) and the International Civil Aviation Organization (ICAO).
Road safety was another key focus of the discussions, in line with the expected resolutions of the ministerial conference. French Minister Philippe Tabarot emphasized "secular ties" between the two nations and said he was open to collaboration.
For his part, Abdessamad Kayouh highlighted "the excellence of Moroccan-French relations" and the vigilance of the heads of state of the two countries in monitoring strategic projects, such as the extension of the high-speed line (LGV) between Rabat and Marrakech, air mobility and transport in general.
A strategic memorandum of understanding was signed in Rabat in October 2024 between Rodolphe Saadé, President of CMA CGM, and Fouad Brini, President of Tanger Med. They are considering a new transshipment platform for CMA CGM at the port of Nador West Med.
Carried out in collaboration with Marsa Maroc, this project aims to develop the EST terminal with an initial investment of approximately $280 million. The goal is to establish a logistics hub in line with the CMA CGM group's investments in the Tangier Med port area.
