Benin: Gestation of a transport network to relieve congestion in Cotonou and its outskirts

Benin is finalizing a project to modernize transport in the south of the country. The aim of this project is to significantly combat road congestion and growing pollution.

For several years, Benin has been engaged in a project to overhaul transport in Cotonou (Abomey-Calavi and Porto-Novo)The implementation of this plan by 2030 aims to reduce congestion on roads that are saturated by individual vehicles and motorcycles. Two alternatives are being considered: a bus network and a river-lango service.

This ambition of Benin must meet the growing needs of mobility in these cities in which travel is a real headache. In the realization of this project, a crucial step has been taken.

Finalization of the Resettlement Policy Framework (RPF) unveiled by SIRAT (Road Infrastructure and Regional Planning Company)This document organizes the action plan on the resettlement and compensation of populations impacted by infrastructure works.

The transport networks concern the river section with 20 water buses ensuring nearly 8 million annual journeys by 2030 with two major lines (Cotonou-Porto-Novo) with 3,6 million passengers/year and (Calavi-Cotonou) with 4,2 million.

At the same time, road networks are also being restructured. The aim is to reduce dependence on motorcycles and private vehicles which contribute to road congestion.

Beyond mobility, the project has an ecological scope. According to estimates, the use of public transport could reduce CO2 emissions by more than 8 tonnes per year through limiting the use of motorcycles and cars.
