Recruitment of a Senior Supply Associate GS7 – Fixed Term, Post #2092 Senegal CO

Purpose for the job:

Under the direct supervision of the Procurement Officer the Senior Supply assistant perform following : Review of sales orders, purchase requisitions, issue contracts ,purchase orders  and long term agreements, monitors purchase orders. Conducts local procurement through identification of suppliers, issuance of tenders ; tabulation matrix , bid adjudication and contract management.

Key functions, accountabilities and related duties/tasks

1-Planning

Coordinate with the Programme Section on Supply planning, provide technical advice on procurement specifications, sourcing, costing and supply administration as well as providing advice on supply requirements in the development of the supply component of the Country Programme, Review and consolidate the supply plan. Effective collaboration and partnership in supply, procurement/contracting/logistics with stakeholders (program/Counterpart, suppliers).

Technical support, effective and timely delivery of items for both program and counterpart .Close follow up and better planification on supply plan implementation. 

 2-Procurement and Contract Management

Identification of needs and sources of supplies. Conduct local procurement through issuance of tenders. Prepare bidding documents such as LRFQ, LITB or LRFP and other instruments related to market research or market survey such as RFI, bid adjudication and contract management. Conduct market research, identify and recommend potential local suppliers.  Maintain data on and evaluate local supply sources’ overall performance (competitive pricing, cost-effectiveness, product quality and timely delivery).  Monitor and assess supply operations and control mechanisms and advises on appropriate actions to take. Monitor progress of offshore and/or regional procurement through regular contacts with Supply Division. Tabulation, bid analysis .Assist the Procurement Officer to prepare appropriate documentation to the CRC. Issue and finalize contract, purchase orders on SAP. Provides technical advice on specifications, statement of work, evaluation criteria for contract and order management. Control invoices to ensure that they are in line with the terms & conditions of purchase orders, contracts and give green light for certifications and clearance in SAP.

Oversight systems, procedures, bids and evaluations related to contracts and agreements for all services contracts, manage daily activities of the contracts, scope of work, budget and payment schedules, Local Procurement Authorization, and assembly of the final contract package for each project in compliance with the UNICEF Financial Rules and Regulations.

In liaison with concerned budget owner, effectively manage contracts, cost estimates, review of bid documents, attend bid openings and post bid evaluation meetings. Process specifications, progress, and other reports; advises management of contractual rights and obligations; compiles and analyzes data; and maintains historical information.

Ensure proper contracting processes and fulfillment in accordance with organizational policies, legal requirements, and customer specifications. In coordination with the relevant budget owner, draft services contracts for the recommended vendor with detailed scopes of work, payment schedule, deliverables and completion time, etc. for signature.

3-Procurement Services

In collaboration with the Procurement Officer and Supply & Logistic Specialist participle procurement services activities management for the country office partners. Collect all appropriate Procurement Services requests, maintain records on procurement services activities, and establish a dashboard for monitoring.

4-Monitoring

Review and finalize Sales Orders /Purchase Requisitions of the CO. Issue Purchase orders (Local and Direct Order), Institutional contract and Long term Agreement. Monitoring Target Arrival date TAD for offshore procurement. Monitoring on a daily basis ongoing procurement for  ensuring timely delivery of goods .Extract supply data, compile , analyze and advise program if needed .

Maintain close contact with supply Division for the set-up of new policies, Ensure full compliance with regulations, rules and the supply manual. Update the supply plan on a regular basis and dispatch to program.

5- End Use Monitoring

Act as focal point of the end use monitoring( EUM ) exercise identify items to monitor in coordination with programs, schedule field visit, centralize reports follow corrective actions and recommendations .

6- Provide necessary support/action on any other duties given by the supervisor

Impact of Results

Effective collaboration and partnership in supply, procurement/contracting/logistics with stakeholders (program/Counterpart, suppliers).

Technical support, leadership in order to enhance efficient, effective and timely delivery of items for both program and counterpart. Close follow up and better planification on Supply Plan implementation.

Recruitment Qualifications

Education : Secondary Education required with a university degree in Business Administration, Management, International Economics, Engineering, International Development, Contract/commercial Law or in directly related areas of specialization, including credited courses in supply, logistics, purchasing or contracting. Or, a recognized qualification in procurement and contracting.

Experience: Minimum 7 years of progressively responsible professional work experience at the national level in supply management, logistics, purchasing, contracting and administration and/or other related fields.

Language : Fluency in French and working knowledge of English is required. Knowledge of local language is an asset.
