En attendant l’aboutissement du processus de libéralisation de l’activité de transport maritime de marchandises, la principale société publique opérant dans le secteur bénéficie de l’accompagnement de l’État algérien pour étoffer sa flotte et renforcer son offre.
Le président algérien Abdelmadjid Tebboune a ordonné au cours du Conseil des ministres du 14 novembre dernier, la mise en exécution du plan d’acquisition de navires pour renforcer la flotte nationale dédiée au fret maritime.
Le plan s’inscrit dans le programme de développement du transport maritime qui intègre aussi la fusion des filiales de la Compagnie nationale de navigation (CNAN), l’ouverture du secteur aux investisseurs privés, la fabrication de conteneurs et la construction/réparation navale.
L’Algérie fait partie des rares pays d’Afrique disposant d’une flotte de navires dédiée au transport maritime.
Mais les deux principales entités publiques, la CNAN et le l’ENTMV (Entreprise nationale de transport maritime de voyageurs) qui assurent respectivement le transport de fret et de passagers, disposent actuellement d’une flotte limitée et en mauvais état, n’étant pas capable de couvrir convenablement les besoins existants.
Hormis ces défis qui ont motivé la décision de libéraliser le secteur, le gouvernement avait également expliqué que c’est une option efficace pour réduire la facture des services de transport des compagnies étrangères.
En février dernier, Aissa Bekkai, l’ancien ministre des Transports, indiquait que le ministère avait donné son accord de principe à 11 entreprises dans le processus d’octroi de licences pour proposer des services maritimes de transport de marchandises et de passagers.
